Reporting cruelty - four steps
1 · Document safely
Photograph or record the situation from a safe distance. Note the location, date, time and anyone involved. Do not put yourself at risk.
2 · Call the right authority
Animal cruelty: local police - dial 112. Wildlife emergencies (injured, trapped or trafficked wild animals): Karnataka Forest Department helpline - 1926.
3 · File a written complaint
Ask the police to register a complaint under the Prevention of Cruelty to Animals Act, 1960 and relevant BNS sections. Keep a copy with the complaint number.

Know the law - PCA Act, 1960
Key offences under Section 11 of the Prevention of Cruelty to Animals Act — from the awareness poster we released with the Karnataka Animal Welfare Board.
Physical violence
PCA 1960, Sec 11(1)(a) - beating, kicking, torturing or causing unnecessary pain. Up to 3 months imprisonment.
Unfit labour
PCA 1960, Sec 11(1)(b) - using sick, injured, old or unfit animals for work. Fine and/or imprisonment.
Cruel confinement
PCA 1960, Sec 11(1)(e) - keeping animals confined without natural movement.
Short chains
PCA 1960, Sec 11(1)(f) - unreasonably short or heavy chains for long periods.
Neglect of chained dogs
PCA 1960, Sec 11(1)(g) - neglecting dogs kept chained or confined.
Denial of essentials
PCA 1960, Sec 11(1)(h) - failure to provide daily food, clean water and shelter. Up to 3 months imprisonment.
